Powers of Legislative Council

(1) Legislative Powers

  • Ordinary Bills can also be proposed in the Legislative Council and the Ordinary Bill needs to be passed by both the Houses of the Legislature.
  • Article 197- If a bill is refused by the Legislative Council after it is passed by the Legislative Assembly or the Council makes such amendments to the Bill which are acceptable to the Legislative Assembly or does not passed the Bill for 3 months from the date of placing the Bill before the Council. Then the Assembly accepts that bill again and sends it to the Legislative Council. And then the Legislative Council has to accept that bill within a month. In this way, the Legislative Council can stop an ordinary bill for only four months. The Legislative Council cannot abolish any bill.
  • (2) Financial Powers

  • Finance Bills cannot be introduced in the Legislative Council
  • The Legislative Council, like the Rajya Sabha, can delay the Finance Bill for a period of 14 days only
